KUALA LUMPUR - The Parliamentary Services Act needs to be reinstated and reformed so the Parliament's position is on par with the judiciary and executive body, and also in line with the doctrine of the separation of powers.

Gombak Member of Parliament Datuk Seri Amirudin Shari said the action would allow the members of Parliament to be comparable with the judges' role in the judiciary and the ministries' duty in the executive body.

He said the Parliament was seen as 'rubber stamp' body and a place to express feelings since the Parliamentary Services Act was abolished in 1992.

"Nowadays, Parliament have become a place where political satire is the constant dispute.

"Therefore, it is our responsibility to place Yang di-Pertua as Dewan Rakyat speaker who is on par with Chief Justice who lead the judiciary and the Prime Minister who lead the executive," he said at the Royal Decree debate session today.

He, who is also Selangor Menteri Besar, also proposed to establish five new Special Select Committee that focuses on certain issues to strengthen the Parliament.

The committee were Special Selection Committee of Subsidiaries and Statutory Bodies; Special Select Committee on Federalism; Public Transport Committee; Social Mobility Committee and Ageing Society Committee.

He also suggested that the number of sitting days of the Dewan Rakyat be increased so that members of Parliament can focus their efforts on amending and reforming laws and policies.

"If compared to the House of Commons in the United Kingdom, they sit for about 150 days a year, while the Malaysian Parliament only sits for about 75 to 80 days a year.

"In order to give additional space as well as the people's cooperation and input to the people's representatives, I also suggest that one day is reserved for each meeting for the purpose of proposing a Private Member's Bill," he said.
