He said that denied entry failed to Annual Grand Meeting (AGM) and had not submitted the report to the party.
“There are two requirements. The first condition is to organise AGM which is the main responsibility for every branch and it must be held every year.
"A report must be submitted, and the meeting must have enough quorum with signatures,” he told reporters at Ideal Convention Centre (IDCC), today.
He was asked over a commotion that took place outside the congress earlier today when some delegates and observers were not allowed to enter.
Syukri further said branches must also carry out a proper selection process with at least eight nominations - the head, deputy, vice and five committee members - during party elections to be eligible into the congress..
It was reported that tempers flared when the group was blocked from entering by the officers.
