APPGM-IGAR Secretariat advocates legal overhaul for better governance

SHAH ALAM - The Secretariat of the All-Party Parliamentary Group of Malaysia on Integrity, Governance, and Anti-Corruption (APPGM-IGAR), led by Nurhayati Nordin (of Rasuah Busters and Yayasan Sinar Untuk Malaysia), has reaffirmed its dedication to bolstering Malaysia's legal framework and institutions.

Following discussions with both government and opposition members of Parliament, the Secretariat outlined four key areas for reform:

  1. Separation of powers: A top priority is establishing a clear separation of powers between the Attorney General and the Public Prosecutor. This reform is seen as crucial for enhancing the justice system's integrity and fairness.
  2. Whistleblower protections: Strengthening the Whistleblower Protection Act 2010 is another key focus. This aims to encourage whistleblowers to come forward without fear of retribution.
  3. Parliamentary reforms: Reforms through the Parliamentary Services Act are intended to empower Parliament itself.
  4. Freedom of information: Enacting a Freedom of Information Act would promote transparency and public trust in governance.

"The emphasis on separating the Attorney General and Public Prosecutor aligns with Malaysia's National Anti-Corruption Plan (NACP) 2018-2023.

"An independent prosecution system is vital for public trust and attracting investment," she said in a statement.

Nurhayati also stressed that this reform goes beyond theory.

"An independent prosecutor fosters accountability, public confidence, and economic stability by reducing opportunities for political influence and corruption," she said.
