Budget 2023: Implement initiatives for civil servants without delay, bureaucratic process, says Cuepacs

KUALA LUMPUR - The Congress of Union of Employees in the Public and Civil Services Malaysia (Cuepacs) hopes that all the initiatives for civil servants announced in Budget 2023 today will be implemented without any delay and bureaucratic process.

Its president Datuk Adnan Mat said Cuepacs also does not want the initiatives not being implemented or set according to a certain amount of allocation.

"In addition, all the initiatives announced for civil servants and the people must still be implemented even if there is a change in the government in the future,” he said in a statement.

Among the initiatives for civil servants in Budget 2023 tabled by Finance Minister Tengku Datuk Seri Zafrul Tengku Abdul Aziz today are the early redemption of Cash Award in lieu of Leave (GCR) of up to 50 per cent or a maximum of 90 days; and a special Aidilfitri aid of RM600 which will be paid in March 2023.

Commenting on the early redemption of GCR, Adnan said the government should distribute the allocation based on the number of applications from time to time, instead of providing a certain amount that will not be increased if fully utilised.

"For example, the allocation for every ministry and department to redeem 80 GCR days this year is insufficient and had been fully utilised. Therefore, many applications from civil servants cannot be fulfilled.

"This causes disappointment among members of the civil service who were promised the initiative but could not receive it,” he said.

Meanwhile, Adnan said the commitment of civil servants was required to ensure all the government’s aspirations through Budget 2023 can be realised and benefit the people.

"This responsibility is related to the efforts and process of improvements as well as delivery of an effective governance system from all members of the civil service because we are the pillars of the country’s administration,” he said. - Bernama
